Writing Task 1: TENSE? need explaination urgently!

Hi

I want to ask what tense should we use in writing task 1. I found most of the writing task 1 in Wordbook  are written in simple tense even though the bar charts/tables/pie charts /maps show the period in the past . According to what i have learn , I would write them in past tense.

for me i write it in past tense , because there is comparing  between  two years , and they are in past

Simple present tense is often fine for writing task 1. Of course, this depends on the specific task.

If you gave some specific examples, this would help me explain better.
