Hi Orson,

Here is my attempt at the WWH of your paragraph:

What: A description of the water clock.
Why: Time keeping has always been an important part of society.
How: By discussing the operation of the water clock, as well as its counterpart (sundial), as well as its drawbacks (cloudy/freezing).
